I understand that the WW1 artillery luger with as issued shoulder stock does not require NFA registration and tax.
I am thinking that another registration, C&R, may be required.
What is required to sell one?
Really asking for a friend.

I’m not sure what you mean by C&R registration. Is that maybe a state thing wherever you are?

Federally, long-barreled Lugers originally issued with shoulder stock/holsters are legally exempt from NFA. That means you can sell them like any other gun.
 
No other registration that I can think of unless there is some State mandated thing where you live.

The detachable shoulder stocked Lugers, C96 Mausers,BHP's, some Colts ect used to be classed in the NFA and did require Fed registration.

They have since been removed from NFA and been classified as Title I firearms/C&R.
The shoulder stock MUST be an original to meet the classification and keep the assembled pistol w/stock legal and exempt from registration.

At one time reproduction stocks that were true to the original mfg specs were accepted as compliant.
Not any more.

The C&R regs list these pistols being so ONLY with an Original mfg detachable butt stock.
