Beretta M71 with fake suppressor

what is with all the Beretta M71 with fake suppressors?
permanently mounted suppressors.
there is about 15 listed on a auction site.
what is the point of these?

As the Gun Control Act of 1968 is enforced by BATFE, without the fake suppressor the pistol did not get enough points to qualify as a sporting pistol. Consequently it could not be imported without the fake suppressor permanently attached.
