Maybe the Navy needs an improved "Driver Training Class", complete with a banner that says "Student Driver"! It's obviously not the same Navy many of us knew 30-50 years ago......
 
One of the old statements about the difference between boats and ships is a boat can fit on a ship not the other way around. Are the destroyers demoted to boat status during transit? Worse yet are they demoted to "cargo"?
 
I'm betting that isn't cheap.

I'm sure it's not. With the extensive ship repair facilities available in Singapore and Japan, I'm wondering why temporary repairs couldn't have been made that would have allowed these ships to sail home on their own. In WW II, Navy ships were able to do that after far worse damage. Maybe it's still cheaper to carry the damaged ships home than to have them patched up overseas.

They might come back to the shipyard where they were built for up-dating as well as repair.
When the USS Cole was damaged in the Middle-East they brought her back to Ingles Shipyard
where she was built and added an whole new section as well as the repair.
