OK, grabbed this in Madison Indiana.

It's a B-C holster marked 15-44. "Dirty Harry" style. I'm assuming it fits with the cylinder resting in the cut-out. Going on that assumption I assumed it fit 4 inch K-frames.

It doesn't fit my 4 inch Model 13. My Model 19 2.5 inch is too short. Just as an experiment I tried my 4 inch Model 28---no go either. Is this size for a 3 inch K-Frame like the FBI issue 13's? I totally need an excuse to buy one so I hope it is.

Looks about right to me. If the 2-1/2" is too short and the 4" is too long, that pretty much leaves the 3" as the only alternative.
If you want to sell it instead of having to buy a revolver to fit it, let me know ;)
 
My list shows -44 used at different times for both a 4 inch Colt Official Police and for a 4 inch Police Positive Special.

FWIW, the later 3 digit system for shoulder holsters has 154 as a 4 inch revolver - small, medium and large.
