There affordable. I was wondering if there legal to use in a garage? Or can be used as a legal bullet catch outside?

I suppose that would depend on your local laws.

You can expect the swat team to show up if anybody hears any gunshots.

Most garages will not have enough ventilation (air flow) to use for more than a test shot or so.
