Sure, if its under clothing it is concealed. Legal or not depends on where you are. I know it is legal where Im at and I dont know where you can carry concealed where they are not.

I'm in wisconsin we just got concealed carry a friend of mine says it has to be 80% concealed. then in warm and hot weather how do you conceal a large bore weapon???????????

I am in Wisconsin too. I don't know where your friend got his information, but concealed means concealed. Open carry is your other option.
