I only clean dies when they start acting up. I can't remember the last time I had problems with a die used only with jacketed bullets. The seating plug used with lead bullets does get pulled and cleaned occasionally because of lead and lube build up, but not before the seating depth starts to change.
I store my dies with VCI chips. Between the chip and sizing lube left in the dies I have never found any rust. The humidity in my house during the summer is enough to rust glass, so my method of storage works for me.
