Hello and and Welcome to the Forum,
From the Standard Catalog of S&W, 3rd Edition it looks like your Model 64 shipped sometime during the late summer of 1989. Hope this info helps.

Any chance that is incorrect or I'm looking at the wrong indicator for serial number? He believes he got it in 1979 or 1980. He bought it from the PD in 1995 after having carried it for 16-17 years.
 
S&W in 1980 started a new 3 letter alpha followed by a 4 digit numeral type serializing system. This started with AAA0000. By July of 1988 the serial number prefix started with the letter B. The information contained in the Standard Catalog indicates that a revolver with a serial# prefix with BEH falls somewhere during the summer of 1989. I'm not saying this info is correct, but this is all you can get without spending the $50.00 for a historical letter from S&W.
 
Thx again. What about 7817 XXX? Does that mean anything?
 
I should have also mentioned that a Model 64-5 shows a production and engineering change in 1988, which would make the shipping year of 1989 pretty credible.
That new number "7817 XXX" is that from the same Model 64?

That number doesn't mean anything to me, could be a P.D. rack number. Can you post some pic's?
 
All the BEs seem to be 1989 .
