Not a major Mfg, rather a smaller gun-show regular in the PNW. Frankly I have lost the business card/name/address.
It's a Seattle guy selling a Cali co. load on new brass. I've seen a few instances over the decades of some loading issue from 'new' mfg but so rare and of 'no practical/measured performance issue' other things have taken the place of tracking them bassids down/etc.
