Factory sights

I see some of you guys have the factory sites on your rifles. My question is, did they come like that when you bought the rifle? My 15-22P came that way and has the exact same sites as your rifles. But my rifle did not.
I would like to have a factory set as well for the rifle but the S&W home page didnt offer them? Who is sells them if not S&W?
