GIMP is like the space shuttle of graphics manipulation programs --powerful beyond belief and difficult to learn to use properly.

If you have any version of Microsoft Word from the last 15 years, the "draw" toolbar has what you need. Just import a picture into a Word document and use the draw tools to put a text box and arrow on top of it.

I believe the recent free versions of Adobe Acrobat (used to be just a reader) now have some limited editing and mark-up ability, but I might be wrong about that.

Gimp really isn't that hard to use. But, if all you need to do is draw a box and an arrow (and you are using MS-Windows), go to Start, All Programs, Accessories, Paint. Open your picture in Paint, resize the picture if it's humongous, click on the shape you want to use (e.g., a rectangular box) and make sure the shape is set to No Fill, draw the box around what you want it drawn around . . . select the arrow shape and make sure the shape is set to fill (you can even have a fill color different from the outline of the arrow color), and draw the arrow!
 
Gimp is a very good open source program, a lot of expert level hobbyists use it rather than paying for photoshop. I used to use it before I got photoshop. It's not too hard to figure out the basics like adding circles and arrows. It can get very complex if you start feathering shading and tinting multiple layers. If you take some time to figure it out, the things you can do to a RAW photo will blow you away. When you have mastered Gimp everything you learned can be transferred over to Photoshop as they operate in much the same manner. If you are running the dark blue style pretty much every little graphic image was created in Photoshop.

My version is older than that but it still had the draw toolbar. Got the picture I wanted to alter into word and added the arrow. Not that hard. Thanks!

One last question. Is there a way to get that picture out of word with the arrow still on it?
 
If you do a Select All and Copy, you should be able to paste your clipboard contents into a photo editor and save it as a JPG file. Or maybe you can even highlight all that in Word and do a Save As to get what you want into a file with a different format. I confess it has been a while since I tried to do something like this.
 
I've heard good things about the Windows Live Photo Editor. It's a free download and said to be easy to use. Also lets you make slide shows on a DVD
 
I have used ReaConverter Pro software it’s really work great ,If we need to do something with more than one image at once I think this is the right choice for that.we will be able to convert our files to different popular formats, resize pictures or edit in just a few clicks.
