From the tone of the letter, the judge in the case seems bent on placing every possible impediment in the path of any resolution, much less a favorable one.

Probably because he recognizes that unless he grants the injunction he will be overturned by the Circuit Court. So delaying any decision delays a result he doesn't personally like.

I'm not a fan of a judge motivated by anything other than the meaning and intent of the law. Judges should interpret law without any social bias.
