Do I understand this right ? When you buy a hand gun or transfer ownership. You go to your local police dept. fill out the new registration form , which are sent to the state. Are you ever issued a hard copy, meaning a actual gun registration ? What about conceal and carry ? I thought you had to have a one on your person when you carry.

Other than firearms and other devices covered by the National Firearms Act of 1934, that's PURELY a state and local matter.

The ONLY firearms registration here in Ohio is FEDERAL registration of items covered by the NFA 34.
 
PA state law expressly prohibits ANY gov't or law enforcement agency from maintaining a regisrty of firearms and their owners. However , the PA State Police have maintained a "Record of Sale" database (they don't call it registration) in contempt of several PA Supreme Court rulings ordering them to destroy such records.

In Michigan if you have a CPL you fill out a Pistol Sales Record, one copy for you, one for the purchaser, and two to the purchaser who sends/brings them to the LE agency. Without a CPL you need to obtain a permit to purchase. The old "safety inspection"/registration was changed last year.
