Gunpowder to New York

Strange question that somebody asked me today and I had no idea how to answer it. Kind of sparked my interest though as I've never really thought about it. I guess I never had a reason to think about it as I don't know anyone in New York.

So anyway, a friend at work came to me saying that her friend in New York asked if she could bring some pyrodex? powder with her the next time she came to visit. She's in PA. She was concerned that it might possibly be illegal and I told her I have no idea. I also said I have no idea where to look to find out this information. If anyone is aware of the legalities of this or coupe point me in the right direction for information that I could forward to her I'd appreciate it.

If she lives in NYC it's possibly illegal, even table salt is. The rest of the state is no problem. She probably wants to save the Hazmat fee.

Sorry I might have worded it wrong. She lives in PA but her friend lives in NY. Her friend wanted her to bring it in (guessing same as you to save on hazmat). It's not that big of a deal I guess but I thought I'd ask for her to be nice. Thanks.
