ok, I'll admit I have trouble making since of the legal wording, especially without original bill to note changes. In layman's terms, does this mean, if passed, we, as legal buyers, can purchase any gun from any legal seller? As in, Kansas residence here, if I go to Missouri and a dealer has a pistol I have been looking for, I can buy it, do 4473 there and take it home with me?

Yes!

It wouldn't change private transfers across state lines, but would end FFL state boundaries.
