Help ID Penknife

This is a penknife That was given to my Grandfather as a college graduation present, around 1921. The bolsters are gold, stamped 10K, they were not a wealthy family so it was an important gift. I would like to find more information on it, The only ID I find is at the base of one blade, it is stamped as shown in the photo below, the letters NYSC in a larger capital G. The other blade is broken but no marks on it's base. There appears to be a dark smudge on the bolster in the picture it is a shadow. The closed length is just under 3"
He was born and grew up in Oregon.
Any help and suggestions appreciated,
