Help ID Penknife

This is a penknife That was given to my Grandfather as a college graduation present, around 1921. The bolsters are gold, stamped 10K, they were not a wealthy family so it was an important gift. I would like to find more information on it, The only ID I find is at the base of one blade, it is stamped as shown in the photo below, the letters NYSC in a larger capital G. The other blade is broken but no marks on it's base. There appears to be a dark smudge on the bolster in the picture it is a shadow. The closed length is just under 3"
He was born and grew up in Oregon.

I have Goin's book on knife marking but they list makers by name not logo. These were QUITE common till the 1940's. They were watch chain knives. About every manufacturer made this model.

The mark is listed in Goin's book but no company (maker) listed, only a date of circa 1918.
