If you don't mind paying for quality (and sometimes waiting), my vote is for a Milt Sparks PMK. Allan Yoast Firearms in Texas usually seems to keep some in stock or on order. A search of my posts will probably turn-up pictures of a 3" Model 13 with a Sparks PMK.
 
As it happens, I have two in production right now. Unfortunately, both are spoken for.

mine rides in a Kramer MSP...expensive at retail, found mine in a pawn shop for $5.00...they did not know what they had!

Lobo did a great job on a holster for me...I will be getting another one for a three inch K frame. Inside the waistband, with offset loops to keep the design thin...he knows what he is doing.
 
Just got mine today from LoboGunLeather...Very nice. He may be kiddin about the 2-3 weeks, he only took 8 days to get to my door!
 
I've been using a holster from this company for my J frame and then added one for a three inch K frame. I haven't had opportunity to use the new one much, but it looks fine and I've been happy with the first one I bought. $35.00
