I saw a bunch of these on the ground today at the range when I was shooting. Does anyone know what they are?

It's called a simunitions round. It holds a rubber bullet, paint pellet or any other nonlethal projectile that can be shot from a handgun.
Its used by military or law enforcement in training scenarios.

Simunition ammunition is available in several calibers, rifle and handgun. Even available in linked form for MGs such as the M249. The gun is modified to function with them. Generally they fire what could be called paintballs. Those come in various colors. I fired a lot of them back in the mid-2000s. Those of today may be different from what I used. I still have several hundred rounds of 9mm and 5.56mm Simunition ammunition stashed somewhere. It was made in Canada, may still be.
