This bill has passed the Illinois House and is headed for the Senate. Among other effects, if passed it will effectively ban almost all private transfers. Individuals transferring to individuals will be required to take the transaction to an FFL holder to be run through background checks and recorded in the books; for this service, the FFL's fee is limited to $10. If FFLs decline the service, it is likely that the "firearm criminal class" will be expanded as private transfers are driven underground. Also, FOID fees would be doubled while the FOID term is reduced from 10 years to 5. Applications will also be subject to unspecified (and therefore unlimited) "processing fees.
Note that for the past 6 years or so, about 5 million bucks per year have been "swept" from the fund created by the FOID and CCL fees and transferred to the state's general fund. Nothing in the present bill would prevent that.
