I have the bodyguard with integrated CT laser, its shooting about 3" low at 7 yards. Do I lower the laser or raise it? I'm guessing to lower the laser which should bring the group up.

May take some experimentation. Sight adjustment always confuses me. Difficult enough with irons. I believe you are correct, that the laser should align with the point of impact, which means lower the laser. I wouldn't bet much on this being correct. I have only limited experience with a laser on my Shield. In that case I regulated the laser to register with the irons at 7 yards.
 
I believe you want to move the dot to the point of impact...lower the laser.

I have a 9mm shield with crimsontrace. Zeroed to 7 yards at an indoor range right after I got it. I fired 3 shots, check the target and adjust, fire 3 shots, repeat. Got it dead nuts with about one magazine.

 
If you are shooting low (and aren't jerking the trigger or anticipating recoil), lower the POA of the laser.

The quick and dirty method is to adjust the laser to align with your iron sights at 50' or more, assuming your iron sights are on target. My sights are on, and this is all I needed to do to get comparable results on the range.

The classic method for scopes is to shot a group of three rounds. Hold the pistol in a rest, on center of the target, then adjust the laser to the center of the group. The problem is finding a suitable rest that lets you reach the adjustment ports.

A scope would be adjusted more finely based on target grouping and MOA clicks in the scope.

This is correct. You want to bring the laser to where the bullet hits.
