Lot of people got flooded out in the region of England known as East Anglia late last year. There is a scheme to help them, but getting at can be problematical. Apparently, there is a phone number shown on this information letter, but nowhere is there any encouragement to use it.

There is a complete generation that has no understanding of being disconnected. A baffled second cousin said she sent me a text when she visited Vegas and wondered why I ignored her. SHe had sent it to a landline. Seems the UK is better set up in that respect. Try to send a text to a landline and your provider tells you that ain't happening.
