I bought a really clean 64 at a local pawn shop that the previuos owner had electric penciled in their Drivers License number inside the frame (near the cylinder stop). A jeweler friend suggested very fine sandpaper to remove it. Worked great but at certain angles in certain light conditions it is still visable. I would really like to remove it...any ideas ??

They make two cans of goo for polishing up cars, both abrasive, and one's red and the other's white. I can't remember which is finer and which is coarser, but get you one of each, and start with the coarse one until the scratches are gone, then with the fine one until it's bright. Finish up with something like Barkeep's Friend or BonAmi, or Flitz.
 
The fine abrasive paper is still your best bet. I would use 600 grit wet-or-dry paper backed by with a popsicle stick or small flat file. Remove the cylinder, and hold the frame in a padded vise. A few minutes of leaning on the abrasive stick doing drawfiling motions will remove the electroengraver marks.
