Money Pak/Publishers Clearing House Scam

Have any of you gotten one of these or know of any person that has? My sister-in -law got a call that she won five hundred thousand plus dollars and a Mercedes. I think she has been using a Money Pak card and sending in all the PCH stuff.
Google is full of stuff concerning Money Pak scams. So is the BBB site. I would like to hear from someone with a personal experience that I can relay to her.

Ed passed in 2009. In war II, he was a Marine fighter pilot but didn't get into combat.
Recalled for Korea, he was a FAC. Later Retired as a Reserve Full Colonel.
I saw him one time at the Vegas Airport.
We were going in opposite directions on the moving sidewalks.
I yelled, hey Ed, nice to see you,
He smiled and returned my wave.
