Please read attached copy of proposed legislation.
The bill being repealed expressly protects ranges from noise complaints. NH residents, please tell your State Senator to oppose this legislation.

The current exemption for shooting ranges in New Hampshire is as follows, and relates to noise:

Universal Citation: NH Rev Stat § 159-B:1 (2016)

159-B:1 Exemption. Notwithstanding the provisions of RSA 644:2, III(a) or any other law to the contrary, no person who owns, operates, or uses a shooting range in this state shall be subject to civil liability or criminal prosecution in any matter relating to noise or noise pollution, provided that the owners of the range are in compliance with any applicable noise control ordinances in existence at the time the range was established, was constructed, or began operations.

Sponsoring the proposed bill are Senator Jeanne Dietsch (D) and Senator Jay Kahn (D). Here is a more direct link to the bill. The proposed bill will be introduced January 8, and apparently will be automatically referred to the Judiciary Committee. Depending on the makeup of the New Hampshire legislature, the thing might simply die in committee, who knows?

The New Hampshire Superior Court ruled in 2008 against a realty company (Sara Realty LLC) that sued a gun range (the Country Pond Fish & Game Club, Inc.) for noise violations. Interested forum members may read that decision (in PDF format) by clicking here.

And judging by his past decisions, there's always the chance that Governor Chris Sununu would veto the bill if it reaches his desk for his signature. He already vetoed three gun bills back in the summer of 2019 that he viewed as overly restrictive. Folks can read about that by clicking here.

This whole issue of noise and range safety as applied to surrounding areas seems to have been going round and round in New Hampshire since at least 2002. Interested members and New Hampshire forum members can do a simple search and find numerous articles about this subject.
 
It sounds like they want to repeal the Exemption as well as it is specifically mentioned in a very misleading way.

Yup, the proposed new law does eliminate the protections in RSA 159 B-1
The bill analysis confirms this. But if you take 2 seconds between shots you are ok. Bye Bye pins,plates, Idpa, Ipsc and highpower rifle.
Im still in the process of notifying as many NH Gun Clubs as possible and informed NRA ILA.

Just like in Virginia, the Democrats took control of the New Hampshire legislature in the 2018 elections.

Their legislature, by the way, is called the General Court.

Of the House of Representatives' 400 members, 233 are Democrats, 165 are Republicans, and 1 is a Libertarian. That is a significant majority. Frankly, it's overwhelming.

The New Hampshire Senate has 24 members. Of those, 14 are Democrats and 10 are Republicans.

Governor Sununu could still veto any supposed anti-gun legislation that reaches his desk. I don't know anything about the workings of New Hampshire's General Court, so I don't know how their veto override procedures work; how many votes it'd take to override the governor's veto.

I also don't know anything regarding how vehemently anti-gun all the legislators are, regardless of their party affiliation. I think if I lived in New Hampshire, I'd be contacting all of the Court's members, not just my own reps. Ditto for the governor. Make your opposition known to him!

This legislation isn't as restrictive as the ones being considered in Virginia, but still...if it becomes law, it's another brick in the anti-gun/anti-2A wall.

I think 2/3 majority to over ride Governors veto.

I urge NH residents to voice objections to SB 469 by calling your State Reps and State Senators or the Office of the Governor at 603 271 2121.
It is our right to object to this attempt to criminalize sport and target shooting.

Well, it still has to make it through the Senate. It probably will if members vote strictly along party lines.

But, it still has to be signed into law by the governor. Quoting from the article:

"Republican Gov. Chris Sununu has said he won't support changes to any gun laws."

I doubt it will take the Senate long to vote on it, so I guess we'll see what happens when it gets to the governor's desk.
