Pins won't drift out

I'm trying to remove the extractor from the bolt on a Rossi 357 lever action rifle. There are two cross pins. One holds the firing pin, the other holds the hook-type extractor. I can't drift either of them out.

It looks like they might be peened in place. If so, would I need to drill out the peened end? IDK. I'm just guessing about that.

Any suggestions about what to do about some really stubborn pins? They are solid, not roll pins. I've never run across pins that wouldn't come out when tapped.

They are probably peened. I had a pin break on my ejector spring stop allowing the stop to sag and the ejector and spring fall out. Those pins were peened and I had to get them drilled out and new pins put in place.
