I get bullets from missouri bullet co. and noticed PPC velocities. What is that, so I'm not buying the wrong thing.

The Missouri Bullet Company bullets tht I saw marked "For PPC Velocity" were soft swaged .38 wadcutters, suitable for low velocity loads, such as 3 gr HP38. Not suitable for higher velocity service ammunition.

I had used a box of them, and was surpised how much leading there was. I've been told though that my 3.5 grains of 700x was a bit hot though. Thats unfortunate, as they're cheap and so am I :-) Is there a better bullet to use for what I'm loading ?

One of the lessons in loading lead bullets is to choose the bullet for the gun and application, and pick the powder and load for the bullet.

Light loads of Bullseye or HP38/WIN231 go with the bullets you chose extremely well. 700-X is possible, but not the amount you're using.
There are a baker's dozen of powders that can be made to work, but why not go with the loads most used for the last 100 years?

For service loads, try cast bullets suitable for 900 fps or so.

I have 700x to work with for now, but I guess I don't quite understand how to make it work right. I don't recall where I got the 3.5 measurement, but it seems it isn't right. On the other hand, I don't want to go too slow/weak to shoot stuff, small game and such.

PPC is Practical Police Combat - the standard load was 2.7 gr of Bullseye. The equivalent of 700-x is about 2.8 or 2.9gr.
