Question, What are these four arrows?

I wonder if that’s some kind of armorer’s mark.

I have never seen another like that arrow, but some of the duty or institutional guns have unique markings
 
Can't say what the arrows mean, but the S means 'stainless' to differentiate it from regular steel frames prior to blueing.
 
I am not 100% sure, but I believe revolvers that were assigned to a student at the S&W Armorer's Class were marked like this. I went to the class in 1980 so my memory may not be so good.

I’ve been curious since I saw your post but haven’t had a chance to get mine out. 65-3 GA Parole Board. No arrows. Wish I could help more.
