Britain had a very strong, navy, controlled the seas and was able to obtain material from the US. Germany, on the other hand was eligible to obtain supplies from the neutral US except the British Navy prevented it by controlling the sea.
The various sinister ways Germany went about sabotaging cargo bound for Britain are presented in this book.
There was no FBI or other federal agency to look into this type of thing. In the end, it was a New York City detective that busted the case wide open.
