Without a S&W letter, it's tough to nail down the manufacture and shipping dates of N-frame revolvers with N-prefixes. The "SCSW 5th Ed." notes that N25397x would have been manufactured between 1974-1977, and that the last half of the N200000 range consisted mainly of Model 28s and Model 58s. I have a few Model 28-2s (N213329, N255229, and N275854) and the closest I have been able to determine is sometime 1974-1977. Perhaps some other Forum members have a better idea of the actual DOMs. If the price is right, jump on that minty 4" Model 28-2. Their values have been increasing steadily over the past few years, and they are becoming much more popular. The 4" versions are the most sought after. Good luck!
