You're locking the slide back before trying to move the take down lever, right? Uh, just tried moving the lever on my 1.0 with the slide forward and it'll move downward some. You might try applying a little Kroil or PB parts blaster and letting it soak a bit.
If it won't budge at all, call the factory for a shipping label. Maybe-with the slide locked back- a LIGHT tap with a brass punch. The part's MIM and the lever-not the shaft-has been known to break.
