San Antonio code for shingle roof

Apparently San Antonio had one heck of a hail storm a few months ago that damaged a lot of roofs. My son's house sustained enough damage that it requires replacement and he, with the help and another son, intend to do the work themselves. The helper son has a lot of experience as a roofer but not in Texas.
Can someone point me to the applicable construction code requirements for this kind of work in San Antonio? I'm concerned that the their work meets tyhe code and that the insurance company will pay off for them doing the work themselves. I've told him to check with the insurance able that. And if there is something I haven't consider, please point it out to me!

The San Antonio Building Department would be a good place to start, and I am sure the work will require a Building Permit that will subject the work to inspection.
 
No insurance? Even so, homeowner policies are usually susceptible to a deduction. I live in SA, and got a new roof as the result of a hailstorm about 2 years ago. But my deductible was $2500. I didn't mind, as the existing roof was about 15 years old. No city inspector ever came to look at the finished job. An insurance adjuster would have to inspect it before authorizing a roof replacement.
 
Got my roof replaced last year via USAA. They required the roofer's Texas State Licensing number as well as their signature. I'm just ~40mi north of town.

BTW, I happened to have a cell phone video of the hail storm that hit us. Never hurts to get that phone video rolling... just saying.:D
 
Also it helps with a claim if there are other nearby houses with hail damage. Most of the houses within several blocks of mine were also damaged. Lots of business for the local roofers. In my case, the insurance adjuster recommended a roofer, and I called him. I was pretty much out of the loop after that, except I paid the roofer the $2500 deductible after the job was done. Otherwise, it was between the roofer and my insurance company.
