Soak with penetrating oil a couple of days. Using a thin punch gently tap on the stub to help the threads loosen. Hopefully you have enough stub to grab with needle nose pliers and turn the broken stub out. If they still won't come out, your only option left is to CAREFULLY drill out the screws and attempt extraction with the tip of a jeweler's screwdriver.

As jt said and I'll add, try grabbing head with needle nose vice grips after the soaking.
They do make screw extractors that are small if you end up having to go that route.
If you do, get a small enough drill bit to do the job so you don't mess up the internal threads in the frame.
Make sure you use a center punch so you hit dead center. Also use a drill press so you can control depth.
Good luck and keep us posted.

How about a picture?
