Is it legal for an individual to ship ammo to another individual?

Yes, unless you are are a scalper that cleans out a store selling ammo at a reasonable price so you can sell it online for triple what you paid.

Seriously though, there have been a couple of threads about this recently. Ship UPS ground with the right label and avoid states like California.

and the box must be marked with a specific label. the ups website will give you all the info you need. And yes, you will have to go to a hub location, no stores or satellite locations.

Fed-Ex ammo shipping

I use Fed-Ex Ground with a proper label. You will need to go to their hub to ship ammo.

I would also check some of the ammo shippers on-line and see what their State or local Jurisdiction restrictions are. Some places don't allow ammo to be shipped there.

USPS is not a common carrier. Legal to ship via common carrier (UPS, FedEx) not legal to ship via USPS.
