It'll need to go UPS or FedEx ground. There's no hazmat charge, but you'll have to take it to an actual FedEx or UPS depot. It'll need to be marked "ORM-D, Small Arms Cartridges" on the outside. In theory, the box that you pack it needs to be tested to withstand 200 pounds, but I don't know that that is always checked.
