Can you recommend a portable gun/sight vise. I want something I can carry to the range easily and use at home to hold the gun while cleaning. I would like to stay in the $50 to $100 range.

Cleaning consists of glugging some CLP down the barrel and dragging a Boresnake after it. Remove and wipe down the bolt carrier group. Brush out the lower. Lube. You're done. Not sure what a vice will do to help this. 
Separate the two receivers to clean and you can work easily with out expensive, needless appliances.

I am going to use the vise mainly to sight in a scope and possibly as a bench rest.

I would say skip the vise and get a good BiPod! A BiPod is great, it allows for accurate shooting in any position and it makes storing the rifle easy (just set it down, it's going to stay upright on the BiPod feet) and I even use mine when I clean the rifle.
And if you don't want to lug it around when you don't need it, get one with a QD mount and taking it off is a snap!
