To my limited knowledge, I'd say, yes & no.
Yes, in that swap springs, polish/stone the internals, shorten the mainspring adjustment (either by filing or unscrewing), a good cleaning and lube job.
All have consequences in if done too much, you risk an unreliable (light primer strikes, etc) and unsafe (pushoff, etc) revolver.
No, in that there is no designed trigger pull adjustment on the Governor.
