Source document for No Guns on Mil Installations?

Does anyone have the source document barring guns on military installations? All I've found so far is DoD Directive AD-A272 176, dated 25 Feb 92. I'm just trying to ensure I'm arguing from a factual place.

In listening to Glenn Beck this morning, he came to a similar finding. That is, it was a rule change which began under George H. W. Bush and was slightly refined by Bill Clinton. It does not appear to have been a Presidential edict or an Executive Order. So whether the President was personally involved is unknown but doubtful.
