Speed test (again)

Strange, my isp (Charter) advertises their speeds at up to 100mbps. I went to the following speed test site and was only able to get around 26mbps. The site then Asked me a few questions including my zip code.
Then on three subsequent speed tests I got around 65mbps.
What happened?

I believe that charter is a cable based system? If they are, then my understanding is most cable systems you share the wire with up to 8 different people. Thus you could get 100 mbps if you were the only one using it but if others are also hitting it it would be slower.

Mine is U-Verse and I am throttled by them at 24 mbps. On your test I did 23.95 which is about par for the course. Mine is pretty much invariant which is why I bought it. I don't play nice when it comes to bandwidth.
 
Just got a notice from Comcast (Xfinity) that they upped the speed. I guess they are feeling the heat from the fiber optic provider here.

THE test by your service provider are bull... They'll come back higher than they should.....Pick an independent site from google, there's plenty of them.....Also the only true test of your speed is by wire connection to your router....WIFI connection because they are not wired , are just not as fast.
