Steel case .380 ACP ammo

I have two boxes of TulAmmo steel case .380 ACP. The first time I tried them in my Walther PPKs, they didn't slide all the way in to the chamber.
Does anyone know what to do about this? For example, will oiling them in the magazine help?

Don't oil ammo

What do you mean they don't slide all the way in? Does the slide not close all the way?

You might have a tight chamber, don't shoot Tula
 
The slide does not close all the way with these rounds. Brass case rounds work fine.
 
Look at the end of the case where it holds the bullet. Some steel case
ammo may have a burr around the end of the case left over from
cutting it to length or a ring of sealant that causes the case to stick
in tight chambers. A small file will smooth it and should allow it to
chamber.
