A friend of mine has his USMC officers sword from 1972. Does anyone know if this handle is ivory or plastic? How can he tell which material?

Contacting the manufacturer would be the easiest way. If he remembers where he bought it, they may be able to assist on the manufacturer. The market for official USMC swords isn't great enough for there to be a large number of suppliers. The uniform shop in Q-town should also be able to provide information...having a senior moment on the name.

1972 is old enough it might be ivory, kinda doubt it unless we're talking about something for a very senior officer.
 
If he doesn't mind marking it very slightly, there is an easy way to tell.

Heat a pin (safety pin, straight pin, needle, don't matter) red hot and touch it to the hilt. Plastic will smell like burning plastic. Ivory, being a tooth, will smell like burning hair.

YUP, That's them! Actually, they might be able to tell the OP what the material is.
