I'd think it would be quite heavy and very difficult to lift, so it would be difficult to steal. But someone will surely try. If Queen Elizabeth had one like that (and maybe she does), it could be called the Royal Flush.

I'd advise that the museum charge $10.00 for each use. I'd suspect many would be willing to pay that, and the museum could pull in a lot of money. Anybody familiar with the Texas chain of truck stops called Buck-ees? One of their big advertising points is how nice and clean their toilets are, so people will stop to use them, and maybe buy other stuff. And they really are nice and clean.

NYC is the perfect place for it.
Maybe if the handle is held down long enough the
whole city would get flushed.
