Tight fitting holes in cartage cylinder

I have a .22 cal S&W 18-3 that I have a hard time getting the cartages to go all the way in two holes in the cylinder. Can I sand out the holes with some fine grit emery cloth so the cartages go all the way in? I have to force the cartages in the last 1/8" so I can close the cylinder. Only 2 holes are this way.

It sounds like someone may have been shooting 22 Shorts in your gun and there is a build up of fouling in the cylinder.

A good cleaning with a bronze brush and solvent should take care of it.
