Briefly, my problem was that the cylinder bold was bouncing forward and catching under recoil, tying up my 28-2.
Thanks to all for the advice. I deburred places that didn't have burrs and generally polished away. I got new center pin and cylinder bolt springs from Midway and even dressed .005-6" off the back of the thumb latch, but no joy.
On one jam, I found I could not move the thumb latch manually to the rear, so I revisited the depth of the milled slot the cylinder bold rides in. I found I could use a shim cut from a 3X5 card and the bolt would line up with the center hole a lot better. I cut a shim from a feeler gage and reassembled. I won't be able to range test it until next week, but the thumb latch seems snappier, so I have hope.
It seems that too little shimming beats too much. I ended up with .004 after .008 locked it up solid.
