What is the law re small cal rifle; direct, or FFL?

In buying or selling a .22 cal rifle out of state, is it permitted to ship direct to the buyer, with copy of DL and/or CCW, or is it the same as with a handgun, shipping only to an FFL. The 2 states in question are Pa and Delaware.

NO! Any interstate firearm (rifle/pistol/shotgun) shipment must go to an FFL!

A citizen can send a firearm to an FFL without any special paperwork other than ID, but some FFLs will not accept shipments from a non-FFL

Only FFLs can ship thru US mail.
 
NO NO NO!!! It doesnt matter what caliber!

Buyer provides you with a copy of his FFL (usually a guns hop). You take the rifle to UPS main HUB and ship it to that FFL care of so and so.

OR if you are the receiving party you provide the FFL to the seller who ships it to you FFL.

IT HAS TO GO THROUGH A DEALER/FFL. There are a few exceptions but not in you case

Wrong, wrong, wrong. Only FFLs can ship a PISTOL through the US Mail. Anybody can mail a rife, shotgun or machinegun.
 
Procedural question for FFLs. Does that include firearms made prior to 1898? Isn't that the cutoff for needing a 4473, background check and FFL?

Firearms made prior to 1898 (and I think during) are not classified as firearms but as antiques so do not fall under that rule. You better be able to prove it though.

Been there, done that. Got a Turk 1893 Mauser that I knew was produced pre 1898 but:

1) The Turks scrubbed the original markings during a rebuild

2) Even if they had been there they were in Arabic script and used a different calender

3) The rebuild involved a rebarrel with 1943 prominently displayed on the shank.

Yep, everybody made me go through an FFL.:(
