Almost certainly a first year Highway Patrolman - 1954. The first HP was serial number S103500, shipped in April 1954.

It is NOT a Model 28. Model numbers did not appear until 1958. Note that the fifth screw is still there.

The stocks have some value of their own, but they are not original to the gun.

Looks like it is starting to rust around the edges of the cylinder and on the sides. Bronze wool (Amazon) and some Hoppes #9 will fix that and keep the rust away.
 
Anyone know what’s going on with the trigger?
 
It's called a trigger shoe, for target shooting, much wider than factory trigger and to give a very much reduced feel in pull weight, just a perception because of the wideness of the trigger face.
Just held on with a couple of set screws and easily removed.
I still see these around from time to time, guys will use that set up for bullseye matchs and also gives a much reduced feel in double action too.

A do it yourself trigger job, on the cheap. But it Works !

Welcome to the Forum! As others have stated, you have a nice first year Highway Patrolman with 6" bbl. They were only produced with either a 4" or 6" barrel, and almost all had the blued finish. Yours is wearing some nice stag stocks that are quite valuable, but it would have originally been shipped with checkered walnut Magna stocks with a diamond center. I have an all matching 4" HP (s/n S114481) that was shipped a couple of months after yours...July/August 1954. It's a birth year gun for me, and I'm very happy to own it. Don't be afraid to shoot your HP with either .38 Special or .357 Magnum rounds. The HPs are built like tanks and are fun to shoot. Yours could use a little TLC to remove any minor surface rust, but other than that it appears to be in VG condition. Enjoy!
