According to this CBSNews article from Jan 2015, only about 60% actually makes it to Veterans. Wounded Warrior Project accused of wasting donation money - CBS News

That's probably better than it was, under the original scammy
founder(s), but still pretty poor.

In the charity field, the term used for "doing what they collect
money to do", what we expect them to use the money for, is
called "program expenses"--as opposed to expenses for
salaries, parties/travel/meals for "fundraising"...

Charity Navigator is a pretty good site for looking up info on
many charities. You can even look into the IRS Form 990 that
charities file annually, and see how much goes to program
expenses, vs. staff salaries, etc.

You may be unpleasantly surprised, if you look up some well-
regarded charities.

Wounded Warrior Project looks only fair, with 71%
spent on program expenses:

But if you look at say, Fisher House...92% spent on
program expenses:

I went to a car show they sponsored a few years ago, and was impressed. I went to their web site planning to join, but they only wanted Gulf War vets, but I could still donate. I chose not to, and looked into the Military Order of the Purple Heart because of that.
