Harbor Freight - Nut and Bolt - problem

Bought a set of loading ramps.

HAUL-MASTER 1000 lb. Capacity, 9 in. x 72 in. Steel Loading Ramps, Set of 2

When assembling I discovered that both the bolt head and the matching nut both were 13 MM.

I only own one 13 MM wrench. Grabbed Vise-Grips.

In old days with US sized bolts - the bolt head and
the matching nut were sized for two different wrenches.

That was a good plan.

I was away from home and my toolbox.
Carry two cheap sets of combination wrenches in truck.
Inch and Metric. Also a set of Vice-Grips - no adjustable Crescent style wrench.

I recall those days. They made ALL bolts/nuts that way because the vast majority of folks only had one set of proper wrenches. So, one wrench for the bolt, one for the nut.

I can also recall when socket wrenches were only owned by pro mechanics and the 4 way lug nut wrench was a high tech tire tool. Not no more. Never thought I'd ever own an air compressor and impact wrench either, but I had to acquire them in the middle of a job.

ETA: I just recalled I've a set of ignition wrenches where the two ends are different sizes so you can have 2 wrenches of a given size. One standard, one box end.

Anything you buy from HF will, in all probability, be made in China. Anything made in China will, in all probability, be metric…….buy a cheap set of metric wrenches from HF (which will be made in China) and you’ll be set……..

13mm = 1/2 inch if the socket and / or wrench are "loose". Otherwise, adjustable wrench is the plan IMHO.
A 1/2” wrench or socket may or may not fit a 13 mm fastener depending on dimensional tolerance. A 13mm wrench or socket can be used on a 1/2” fastener. It is always good to have a vise grip and a crescent wrench. I keep two sizes of both in my box. Also I have one of the universal sockets that will fit any size square or hex head fastener up to 3/4”, metric or SAE. But I have used it only once that I can remember. It worked. One of my most used hand tools is a water pump pliers.
