Identify this cartridge?

As you can see it is a .223 made by Winchester. The issue is the greyish-black metal tip. What is it/what is it for, etc?

It's a metal tip, and quite hard. I couldn't scratch it with a fingernail. But it could be very hard lead. I thought it was a 55 grain but it could be 64 grain. I'll follow up.
 
It's not frangible. It is .223. The owner is getting back to me in re bullet weight. If it's 64 grains we will know exactly what it is. My only issue is that those advertised rounds appear to be newer than the round my friend has but we shall see.
