Wondering how come?
I can't understand how come the idea of a MAY ISSUE state is NOT against the constitution...
Even for those anti-gun activists or gun grabbers if 2A is talking about for freedom of owning the guns then it must be allowed without any scrutiny.
Even though I disagree I can understand their rules regarding issuing a permit but what I can not understand is the "discretion" issue.
If a non-criminal, law-abiding citizen wants to own and carry a gun for self defense purposes and comply with the rules and regulations, who are these elected officials to decide that their reasons for self defense has to satisfy them.
We have to work until all 50 states become a SHALL ISSUE state.
