Introduced by Sen. HARCKHAM -- read twice and ordered printed, and when

AN ACT to amend the general business law, in relation to establishing
the "sporting range good neighbor act"
The People of the State of New York, represented in Senate and Assem-
bly, do enact as follows:
1 Section 1. This act shall be known and may be cited as the "sporting
2 range good neighbor act".
3 § 2. The general business law is amended by adding two new sections
4 151 and 152 to read as follows:
5 § 151. Shooting ranges; skeet fields. 1. (a) Every skeet field tract
6 at a shooting range shall be a minimum of six hundred yards by three
7 hundred yards with the shooting semicircle located in the middle of the

9 (b) Any shooting range which is unable to comply with the requirements
10 of paragraph (a) of this subdivision shall construct and maintain appro-

13 effectively captures bullets and shall be covered by a roof to prevent
14 precipitation from eroding such backstops.
15 2. No portion of a skeet field tract shall include a wetland or open
16 water source.
17 3. As used in this section, "skeet field tract" shall mean a portion
18 of an outdoor shooting range used for clay, sporting clay, trap or skeet
19 shooting.
20 § 152. Outdoor shooting range environmental stewardship and lead ammu-
21 nition material reclamation. The department of environmental conserva-

I suppose a good way to eliminate target ranges would be to pass environmental requirements that would be impossible to meet.

Peter Harckman is a Democratic New York State Senator. On the surface, many would read this without issue, but there are some real problems that would financially preclude most shotgun ranges from staying in business. First, it is known that #9 skeet loads carry no further than 600 feet, not 600 yards. If this passes one would need 40 acres just for one skeet or trap range!!

Second, mealy-mouthed approach to lead remediation leaves the door wide open for any requirements to be placed on clubs and assume that it would require the entire 40 acres to be "mined" for lead shot on a regular basis. If there is any vegetation on the range, it would have to be removed along with the stumps and roots in order to reclaim the lead. Basically turning a shooting range into a farm field.

Can we switch to a TRAP range and circumvent the law?

How about switch to steel shot?

The post above is not the entire contents of the act. Specific to trap the following statements are part of the proposal found at:

NY State Senate Bill 2023-S8461

3. AS USED IN THIS SECTION, "SKEET FIELD TRACT" SHALL MEAN A PORTION
OF AN OUTDOOR SHOOTING RANGE USED FOR CLAY, SPORTING CLAY, TRAP OR SKEET
SHOOTING.

A group of ranges in the hills above San Leandro, CA, that had been there for over 70 years was shut down recently by relatively new neighbors complaining of the noise. The complex included ranges used almost exclusively by the cops.
